Make sand dough. This sandy-colored dough looks like sand and can be molded into near-permanent constructions.
Mix equal amounts flour, water, and sand, and then half the amount of glue (example: two cups each of flour, water, and sand and one cup of glue). Add flour or water to adjust the consistency. Mold and let dry.
