Idea from Woman's Day magazine:
Cut red and white strips out of paper. Have kids write freedoms they enjoy on the strips. Put them on to create the strips of the flag. Then put the blue background on top, and on stars, have kids write examples of patriotism or famous patriots. You could also do this as an artistic design (not specifically a flag) since it is hard to come up with 50 patriots for many kids.
