Home Rule - Homecare Nursing and Nanny Service

In a quest to fill the need for childcare service in homes of parents returning to work, Home Rule, a home care nursing company, is launching a new Nanny Service division in all 50 states on the first day of summer, June 20, 2020.
But this post-COVID startup is different than virtually all other childcare companies in three significant ways:
  1. Children are watched in their own homes instead of in a close-contact daycare facilities, packed full of kids.
  2. Instead of following the typical path of merely providing a database of freelance sitters their company executives never even met, Home Rule hires, trains, and oversees employees they place in homes.
  3. All Home Rule workers are actual W-2 employees, not 1099 gig operators used by firms such as Uber. The difference is that 1099 employees cannot be directed by the companies they work for since they are not employees. This could set the tone for the future as many food delivery services and cabs soon may be forced to withhold payroll deductions from workers.
When pressed as to why she takes an old-fashioned route for retaining workers, Home Rule CEO Christy McGlothlin counters asking, “Would you hire a stranger off the street to babysit your child? Choosing your nanny or babysitter should not resemble an online dating site. The process of contacting complete strangers, many of whom appear unprofessional and do not reply, is frustrating and disconcerting, when you are looking for a child caregiver who will nurture your most valuable possessions in your life. Home Rule shares that passion and will work in tandem with you to provide the best ongoing childcare we possibly can for your family.”

Home Rule offers experienced caregivers for parents to select from for full-time, part time, or intermittent care. Their timing could hardly be better or more needed as many schools, after school care, summer care and childcare facilities are still closed or operating with limited hours.

By law, a babysitter or nanny is required to be an employee, not an individual or a 1099 subcontractor, if they are paid $2,200 or more in a calendar year. Home Rule takes care of those details, so parents don’t have to.

Christy McGlothlin poses four questions to anyone in need of a nanny or sitter:

What would happen if your neighborhood sitter were injured in your home or broke something valuable, or stole something? You would be liable. We fully INSURE all our employees so we can provide services to you safely. Whew! That’s a load off your back!

Would you knowingly hire a sex offender or drug addict to care for your children? How can you be sure you didn’t just hire one? We carefully, thoroughly, personally SCREEN our caregivers we send to work with your children through:
  • Background Check
  • Sex Offender Check
  • Driving Record Check
  • Interview
  • References
How important is it for your child’s caregiver to be trained and certified?
Every one of our child caregivers undergoes thorough training and testing in each aspect of safe and excellent child caregivers. Our child caregivers are all certified in CPR and First Aid.

Is it important to have a caregiving plan for your child?
We CREATE a Service Plan. Our caregivers follow a service plan we develop with you to meet your goals and fit your daily schedule. You can view your caregiver's notes daily in your HIPAA-compliant online folder, fostering more connection to your child’s daily achievements, activities, and adventures.

Michelle O’Toole, Administrator of the Child Care Division at Home Rule said, “It is our privilege to be able to support today’s families by providing them with compassionate and skilled child caregivers who truly love what they do. Our core values of impact, integrity, growth, compassion, and excellence guide everything we do, and we hope that we benefit not only the children and parents, but the communities in which they live.”

I had a chance to interview Christy to learn more.

Can you expand on some of the advantages for choosing a service like Home Rule's Nanny Service over other options?
Searching for a babysitter or nanny can be overwhelming and frustrating. The popular caregiving websites online are databases and most of those databases do not screen their candidates. In essence, using one of the popular databases is like walking up to a stranger and asking her to babysit your children. Of course you would never do that, so why do it online? Home Rule employs our child caregivers as W2 employees, not individuals or 1099 independent contractors. We pay their taxes (also necessary legally), insure them and screen them. My favorite ways we are different is that we thoroughly train our caregivers and we work with the families to create service plans that our caregivers follow. The child caregivers document on a daily log so parents can get a snapshot of what their children’s day looked like.

How can families find a good match for their needs?
Families can find a good match for the needs of their family through letting us know what is important in their child caregiver. We then hire directly for the family. We also hire backups in the event their child caregiver needs time off. We keep the lines of communication open so we can always best staff the family. Our goal is to provide the best child caregivers for each family and take the pressure off so they can do the things important to them. Families are also free to contact child caregivers who are all trained Home Rule employees in our online portal to build their caregiving team.

What advantages does this system have for the nannies?
Many nannies are paid “under the table” or in cash. This puts them at a disadvantage when they apply for a car loan, an apartment or a mortgage. Being an employee gives our nannies a work record and the pride of professionalism in an impactful career. As an employer, we also pay their taxes, social security, unemployment and workers comp insurance. This is all protection that gives our staff peace of mind and security. We believe in the value of each individual and we support our staff through regular communication, incentives, ongoing training and a sense of community. As a team we believe that we are making a positive impact with integrity, compassion, excellence and personal growth.
