Paper or plastic? Eco-conscious people will find ways to recycle both. Paper bags become containers for next week's recycling; plastic bags can be re-used as garbage bags or recycled at many different locations. But it's still better to not use them in the first place, environmentally speaking.
My husband and I use Cub's boxes when we go there. Several stores in the area recently started selling their own reusable bags - but you can use any bag at any store. Some stores give credit for reusable bags, although not many do. However, reusable bags/boxes tend to be much more durable - no double-bagging needed for the heavy or wet stuff - and are a very easy way to make a small step towards better environmental stewardship.
